Directive:
- Prioritize full maritime domain awareness for Sept 22–25 windows: SAR imagery, ELINT, SIGINT correlation with vessel transmissions.
- Treat AIS gaps as probabilistic signals, not proof: weigh against forensics.
- Avoid over-weighting single-source tabloid reporting; require cross-verification by naval or NATO assets.
